Parental Notification Legislation Filed in 1999:
HB 342 Arlene Wohlgemuth, R-Burleson, Parents must be notified at least 48 hours before minor has abortion.
HB 623 Dianne White Delisi, R-Temple, Parents must be notified at least 48 hours before minor has abortion.
Requires that court appoint a guardian ad litem for minor.
SB 30 Florence Shapiro, R-Plano, Parents must be notified by doctors, including by certified mail, at least 48 hours before
minor has abortion. If the girl believes that she can't tell her parents, a state district judge, county judge or probate judge
could intervene on her behalf. Exception for medical emergencies.
Parental Consent Legislation Filed in 1999:
HB 343 Arlene Wohlgemuth, R-Burleson, Parents must give consent before a minor has an abortion.
HB 1378 Phil King, R-Weatherford, Parents must give written consent before a minor has an abortion.
SB 27 Jane Nelson, R-Flower Mound, Requires parental consent before a minor receives an abortion, but provides for
a state district judge or justice of the peace to intervene. Provides exception for medical emergencies.
A doctor who performed an abortion on a minor without obtaining consent could be charged with a misdemeanor.
HB 1073 Tom Uher, D-Bay City, Requires that parents be notified before minor has abortion,
and consent from parents received within 24 hours after the minor visits physician. Exception for medical emergencies.
"As a mom, I have to tell you that it deeply troubles me to know that a minor girl can walk into an abortion clinic
and undergo this major surgical procedure without even telling her parents about it," said Senator Jane Nelson, R-Flower Mound.
Members of the Senate Health and Human Services Committee approved the two Senate bills listed above by 3-2 votes after
more than four hours of testimony. Now the State Senate must consider these bills.
