Notification Bill Passes!
May 25, 1999 - Legislature Finally Passes SB 30
AUSTIN -- This afternoon the Texas Senate gave final approval to House
changes to a strong version of SB 30, requiring doctors to notify
parents before performing an abortion on their minor daughter.
The Senate easily voted 21-8 to "concur" with House changes to the
Senate's version passed in March. But this was not before Senator Mario
Gallegos (D-Houston) raised a potentially fatal "point of order" which
he quickly withdrew after consulting with Lt. Governor Rick Perry.
The passage of this bill represents the most significant victory of the
pro-life movement in Texas in the 26 years since Roe v. Wade. It is
expected that in coming years the abortion, pregnancy, and birth rates
for minors will drop substantially as a result.
The last step in the process is for Governor Bush to sign SB 30 into
law, which he is expected to do enthusiastically. This will happen
before the constitutional deadline of June 20.
