ASSESSING THE NATIONAL ELECTION

President--Predictions are that George W. Bush will give pro-lifers reason to celebrate during his presidency. He is expected to replace perhaps two members of the Supreme Court and many more federal judges.

Speaking to The New York Times, Clint Bolick, the director of the Institute of Justice in Washington, said he believed that Mr. Bush would be prepared to spend political capital to name conservative judges, even risking contentious confirmation hearings. "I think George Bush really knows how important the judiciary is in promoting his philosophy," Mr. Bolick said, and he's already shown with the Ashcroft appointment that he's willing to go at this seriously." How the federal bench is shaped in the next four or eight years, scholars say, could have a profound effect on how much states are permitted to limit abortion rights.

Sounding a note of caution, Fr. Frank Pavone points out that no matter how committed the new president, or any elected official, this does not mean they will do our work for us. "The defense of the unborn child remains the responsibility of every one of us, in our own communities and our churches.... But it certainly makes a difference when those in the highest office of our land recognize that unborn children are persons and when they will not stand our way.... Scripture tells us to pray for those in authority. This is the time to do that and to resolve to work in a positive, constructive spirit with our elected leaders to advance the protection of life."

Congress - Despite the 50-50 split in the Senate, Republicans retain control because of Vice President Dick Cheney's tie-breaking vote. With a number of Democrats joining ranks, pro-lifers maintain leads in both chambers but fared better in the House than the Senate.

The current breakdown, as reported by NARAL, is as follows:

House

Pro-life: 217 (up from 215)
Pro-abortion: 140 (up from 139
Mixed: 78 (down from 82)


Senate

Pro-life: 47 (down from 50)
Pro-abortion: 35 (up from 32)
Mixed: 18
